On August 6, 2012 Republicans in Washington filed a “Delegate Contest” with the Republican National Committee attesting that NO FEWER THAN
Delegates to the Washington State Convention had been elected by illegal procedure, that proper and timely filed challenges to their credentials had been illegally adjudicated because of unlawful intervention in the Credentials Committee and State Convention by state party chair Kirby Wilbur, his subordinates, staff, and appointees. The Contest asks that the National Convention NOT SEAT
delegates to the upcoming nomination convention in Tampa.
What follows is the opening statement, limited to 1,000 words, filed with the Notice of Challenge. We present it, here, unedited, an exclusive of the http://www.Reagan Wing.com:

Each of the delegates contested herein, owes their election to multiple rules violations orchestrated to achieve advancement to the National Convention, and generated on behalf of the Romney candidacy. We have no evidence of involvement or collusion by Romney’s national campaign, but rather, believe it was the exploitation of the Romney campaign by an ingrown Washington State Establishment to extend and maintain its control of the Party Mechanisms by any means necessary. The abuses were widespread, cumulative in their distortion of the electoral process, well documented (despite the intervention of Party officials to prevent documentation) and the clear result of years of extremely lax oversight. Even a brief synopsis is impossible in a thousand words and we utterly lacked the capacity to document all the cheating. It appears to have become the norm. Republican officials appear extremely loath, if not entirely hostile to admitting, much less punishing, rules violations by their friends or allies. The attitude fostered in Washington State is that Party officials are, themselves, not only above national, state, and parliamentary rules but somehow wield authority to impose private dictates of procedure, without vote, on caucuses or conventions, by virtue of holding party office, manipulating outcomes. They imposed their will because: they held the microphone, issued orders, the majority of each body did not know the rules, they controlled who was allowed to speak, in several cases because they were lessee and used uniformed police to impose their private will, and because they fostered the belief that anyone objecting (however properly) to their autocracy by making “motions” was “being disruptive.” Some highlights:
1. Washington’s King County is larger than 13 States. Its chair, Lori Sotelo, by her bylaws, controls more than two-thirds of a County Executive Board (through appointees she can remove at will) empowered to act instead of the Central Committee.
In 2012, Sotelo (sometimes through subordinates) violating State Rules (among many other things):
b. seated illegitimate PCOs as automatic delegates,
c. intervened, as chair, in caucuses where she was neither a resident nor elected, to alter credentials and promote her positions in matters before the body,
d. literally evicted the delegates from one caucus and stole the ballots from several others because they didn’t elect her chosen chair,
e. distributed illegal ballots,
f. imposed illegal machine counting for the election of state delegates, whose operation was shielded from independent observation and
g. returned fraudulent results.
2. Former County Councilman Steve Hammond, as “parliamentarian” in the 31st LD (King County) Caucus:
b. overturned a voice vote outcome he didn’t like,
c. overtly seated an unelected Romney supporter as delegate and
d. “overturned” a legal vote of the caucus to unseat legally-elected Paul supporters on false pretenses, all without any authority.
3. Kitsap County Chair Jack Hamilton, never elected convention chair, imposed his will on the County convention:
b. purportedly passing phantom rules never printed, distributed, or read by motion to the convention,
c. announcing Robert’s Rules did not apply,
d. slandering a Presidential campaign from the chair, and
e. unilaterally adjourning the convention, then selectively starting it again THREE WEEKS after the final date (by rule), holding another counterfeit county convention to elect another 50 Romney delegates.
4. Whatcom County Chair Luanne Van Werven:
b. selectively evicted representatives of the Santorum Campaign from the County Convention, literally into the cold, violating RNC rule, to substitute counterfeit Santorum leaders loyal to Romney, who would mislead Santorum supporters,
c. imported King County’s fraudulent voting system, including King County personnel, and
d. favored the Romney slate with inside Party data.
5. Whatcom County Councilman Sam Crawford:
b. ignoring legal motions,
c. interrupting speakers on the floor, calling them “out of order” before hearing them,
d. arguing his position on measures before the body, and
e. criminally threatening delegates to refrain from making legal motions, points of order, or speaking to their candidacy for State Delegate on threat of violence.
6. Benton County officials:
a. barred about 1500 legally-eligible Republicans from precinct caucuses, without cause, while
b. seating their friends and associates.
7. Washington State Party Chair Kirby Wilbur worked hard in several counties and at the State Convention level Committee protecting and maintaining illegal procedures. Kirby:
a. Interrupted caucuses where he was not a resident, not an elected convention official, not entitled to speak, to literally SHOUT DOWN Paul delegates making legal motions (video available).
b. Helped man a Romney literature table.
c. Colluded with Kitsap Chair Jack Hamilton to hold an illegal 2nd convention to elect 50 Romney delegates.
d. Convinced numerous party officials that he had acquired a “waiver” from the RNC to break WSRP convention deadline rules for Hamilton.
8. Dani Bolyard, acting as chair of the Credentials Committee,
b) Refused to distribute the evidence of massive cheating to the Committee whose job it was to rule on it.
c) Ordered Credentials Challenge Committee members to “cease and desist” submitting, directly to the Committee members, the Challenges she was illegally censoring in an attempt to prevent knowledge of the facts. (Credentials Committee members were also told to ignore the materials the Ron Paul challenge committee sent to them.)
d) Illegally seated Mitt Romney and (pro-illegal procedures) representative Rand Hein and
e) Illegally banned (Ron Paul and anti-illegal procedures) representative Micah Dilts as Committee members.
f) Entertained an illegal motion slandering Doug Parris by name.
g) Exercised illegal control over what testimony was heard.
h) Allowed the banning of participation by non-Committee members but constantly enabled the participation by Wilbur subordinates who were non-Committee members.
i) Refused, for the first time in history, to allow the makers of legal challenges to make any presentation to the Credentials Committee
j) Mischaracterized virtually every challenge that endangered Romney delegates
k) Told an outrageous lie, on her own behalf, impugning the 36th Legislative District Caucus even while the chair of that Caucus was present and prohibited from speaking.
l) Falsely informed the Committee that Kirby Wilbur’s invented filing deadline was a Republican Rule.
m) Falsely labeled every challenge targeted by Wilbur’s illegal action as “REJECTED.”
All of Bolyard’s actions (above) were gross rules violations. All of them ingratiated her with Wilbur and the GOP Establishment, the progenitors of massive cheating. All of the cheating Dani was, by her actions, enabling, was designed to sink the Ron Paul and Rick Santorum campaigns and almost all of it was successful. Then and now Dani has made the claim to being a “liberty” activist and Ron Paul supporter.
The WSRP thereby seated 533 illegal delegates, more than 1/3 of the assembly.
The 533 illegal Washington delegates tainted the results of national delegate contests in their respective congressional districts and the results of the contest for the ten at large delegates elected by the convention. These delegates, in turn, have a direct influence on the Republican Party’s nomination of a presidential candidate in Tampa next week. Delegates elected by bodies in which illegal delegates participate cannot be seated, according to WSRP and RNC Rules.
